The writer-to-be was born on April 16, 1967, in the heart of the capital of Georgia, where he spent most of his life. Valerian is a magna cum laude graduate of Tbilisi State University who earned an M. A. in World History and practiced as a high school teacher. After a few years, just to shake things up, he went to the U. S. to study at California State University and later studied in Israel.

Besides his membership in the International Academy of Literature and Arts, Valerian is also a member of the Writers' Union, the founder of PARNASSUS International Union of Creative Writers (Georgia), the Chairman of the Organizing Committee of the International Literary Award "Gradus ad Parnassum", and a permanent jury member of various international literary competitions.
Valerian is also a recipient of several awards, including the De Richelieu Honor and the Mark Twain American Literary Award as well as the winner of the International Slavic Literary Award "Golden Knight" (Russia), the Prize "For the Benefit of the World", the International Literary Prize "DIAS", "DANKO", and the finalist for The Hemingway Canadian Literary Award (Toronto, Canada).
